"Starter" brackets are designed for the 1st tread/step. They are manufactured at a shorter length in order to butt up to the floor for the perfect tread height.  Use "starter" brackets for the first tread/step off of a landing as well.   For the remaining treads/steps, please use these "regular" brackets (click this link).
